But if it does start with your Mods folder removed, then that's your answer, and you'll need to sort through the contents of that folder to find the broken file(s).
If the game doesn't start with the Mods folder removed, please check your antivirus for recent actions involving Sims 4 or the EA App. That's the most common reason for a block on the game starting at all.
