Sims Acting As Father Winter Year Round

Yes, I've reviewed the "Random Sims as Father Winter" thread.

I've also confirmed that Clement Frost is actually functioning just fine during Winterfest and gift-giving holidays.

And yes, I have many many mods - and replicating this issue is difficult because it's situational.

But I'm desperate. Whenever there's a social situation at a residence or elsewhere, random sims start behaving as Father Winter. For example,  Kado Akiyama will show up at a party and start giving gifts to everyone as Father Winter. He'll even give them to the dog. This issue isn't limited to Kado, though. It would seem with almost any event or gathering, planned or impromptu, someone shows up and starts acting like Father Winter. I've run detail logs on the sims and there's nothing in their logs that would make them do this - no custom traits, no custom careers, no hidden attributes that make them Father Winter.
