When you use Mods/CC there is always a possibility that a save will be permanently damaged after a patch if you do not check them for compatibility before using them in your main save again. That is why they get disabled. It looks like that is what happened here.
I had mods and CC on the old computer but I haven't installed anything other than EA content on the new computer yet and the legacy challenge I started was on the new computer and I have never used mods on it. (I didn't even use cheats on it).
