Sims cannot interact with toddlers

my sims cannot interact with their toddlers, this starting randomly after id been playing with the family for hours and has not stopped since. The second my toddlers get near their parents they cant stop having thought bubbles about them and the interactions queue but dont work and my sims get stuck in the loop and can no longer do any interactions correctly once this loop start. I have tried everything, taking out my mods, repairing my game, updating all my mods, checking career outfits, putting the family in a new save, leaving the lot, going into build mode, removing people from the family and putting them back. ive tried everything, no luck, please help. Only change to my game was that i bought and downloaded snowy escape, vampires, and moschino stuff before playing.
