Sims can't cook

Hi

I am having a problem with my sims being unable to cook. Every time I command them to cook they have the animation as if they can't do it and it has a red X through it. I've tried uninstalling and reinstalling the whole game and all the packs, I've removed all my mods and there is nothing in the way of the cooker. 

Please help
