sims can't get to second floor in one of the houses in the village I built

Steps: How can we find the bug ourselves? I'm not sure, seem to only be affecting me
What happens when the bug occurs? sims can't go to second level no matter what I do
What do you expect to see? my sims being able to go upstairs no problem

I built this village with a bunch of very small houses on one lot, and each of them have two floors. but for seemingly NO REASON APPARENT TO ME in one of the houses hey can't go onto the second floor. full stop. all the other houses work fine it's just the one. I have tired every single trick in the book. moving anything near the stairs, deleting the second floor and pasting a new one, deleting the STAIRCASE and putting a new one, BULLDOZING THE INTIRE LOT and pasting it back. I even saved and exited only to come back to the same. exact. issue. I'm staring to loose my mind over this and spent HOURS on this build which still isn't even finished only to have this happen.
Why me.
At this point I feel like the only thing I can do is abandon the build which breaks my heart and if I have to do that I think i'll just abandon the whole save itself so i'm really hoping there's some other solution or thing i'm missing here.
