Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.
This is the most broken update since Seasons. I've not seen so many issues with things that really should have no correlation in a logical sense.
What do you mean by move mods folder? I'm having the same issue.

Moving a folder or file is done by dragging it with your mouse while holding the right mouse button .down.
Please install todays patch and se if you still have the issue.
