Sims dont move and are frozen

My sims are frozen and dont do anything.

I did everything.

 A game refresh, save refresh, save rollup, game repair and removed all mods and cc, nothing worked

I opened a new save and it worked for 3h but after that its broken again.

Idk if it is a problem in my mods folder or in the game. Idk what I should do...
