sims not accepting woohoo/try for a baby action

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.108.349.1020
What expansions, game packs, and stuff packs do you have installed? most of them
Steps: How can we find the bug ourselves? 2 young adult sims (have had romance since teens) asked them to try for a baby or woohoo... green ++ appear but the action is not completed
What happens when the bug occurs? green ++ appear and sims chat but action is not fulfilled
What do you expect to see? sims to try for baby or woohoo in chosen destination
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. the most recent game patch affected this

asked to try for baby in closet - he walks over to her asks green heart and ++ happens but action does not happen is there a fix to this

i use mods but i have fully updated these and still have this issue even with these removed.

    @Dawnzx1 When you removed the Mods folder, did you also delete the localthumbcache file? For the LE, please attach the actual file using the paperclip in Reply.
