I'm pretty sure it's related to Bust the Dust, WHICH I HAVE DISABLED. It's still causing the counters to be unusable. I've had my sims vacuum them for hours, I've installed Simmytime's mod, I've used cheats to reset the counters, and I've given my sims the robot vacuum that's supposed to automatically clean everything. The counters are still unusable, and the dust was disabled in the first place.
My sims are living on grilled fruit and mushrooms, and Dina Caliente is now getting bad moodlets from the gas grill's fumes.
@sleekoduck87 Have you tried replacing the counters or placing them somewhere else? If not, please place a few outside, with nothing around them except perhaps a stove, and see whether your sims can use them.
If that doesn't help, try enabling Bust the Dust temporarily, then vacuuming again. You can use "save as" to rename the save so you're experimenting on a backup copy while the original remains intact under its current name.
