Sims teen romance not working

I have mods, all my mods are up to date, i do have i don't know if that's the problem. 
My teen sims don't have the romance options, with anyone, not even other non-household mates teenagers. 
How is that? I remember teens being able to have relationship before. And yes i am sure i tried with other TEEN sims.

    @dbatcjm have you tested without mods/cc at all to make sure that's not the issue ? Even updated mods can have errors/settings that are wrongly set.

    Also did you check her sexual preferences ?
