Sims unresponsive ????

Can someone help me out with this? Has anyone else had the same problem? Someone please help me out, (this is during the spice festival btw). All the sims around town just standing , I’ve already tried the cheat to reset them but it just sends them to another location to stand.

@arionna658 There should be booths and tables and food. Takes place in the Spice market district. I don't think your in the right place. I could be wrong as I've never attended the spice festival. Look for place like a carnival. Is it possible you missed it?
