Sims wont stay on non residential lots

I've had this bug awhile now but all non residential lots are empty because sims congregate at the spawn then disappear, I cant even get vendors to stay in the stalls !! I do play with mods but this also happens when I turn off mods. It doesn't even work for inviting a group because the group show up and leave right away, same thing for going to high school...

Anyone else having this issue?? anyone fixed it? help ☹️

    @Zoiie92    Hello!  I suggest moving your Mods folder to your desktop and deleting the localthumbcache.package file located in the Documents / Electronic Arts / The Sims 4 folder.  Just turning off the mod/CC option in Game Options may not correct the problem and that cache file can sometimes carry effects from mods even when they're removed.  So it's best to test the game without any mods/CC added.  Please come back and update if removing the mods fixed the issue or not.
