Sims4 Ripper Download Issue

So I’m trying to make Sims4 render edits for the first time. I’m trying to download the ripper, and it says to open the exe., but there’s two “exe.config” and “exe.manifest” and neither do anything. And when I try to open the TS4SimRipper application, my computer slows down… then nothing happens. Which one am I supposed to open? The TS4Ripper manifest application? Did I click the right one but something’s wrong? Did I do something wrong? ????? Someone please help.
