Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.
How about this glitch: I was in the middle of a build today when a notification appeared that said that a download was complete and that I needed to restart. I continue for a little while then saved and exited. I then restarted and immediately I knew something was wrong as the lag was horrible. Within 5 minutes, the game crashed. I removed the mods folder and went back in resigned to not build with CC today and to use just Maxis. I began a new build. Everything was fine for about 1.5 hours when it began to lag again then crash. I have cleared the localthumbcache.package as well.
Any suggestion as to what else I can do?

@crinrict Yes, I tried without any cc/mods to see if it would do the same thing and it did. Anytime there is an update or a download of any kind to my game, something goes wrong. Just some examples: I downloaded the new kit (the one with the plants) and my game started crashing. I uninstalled everything and reinstalled twice, removed cc/mods, tray, saves and nothing seemed to help. I stopped playing/building for a couple of weeks and tried again and everything was fine until this SDX download. Before that every update would result in not being able to enable mods/cc in the game. Again nothing worked. I stopped playing for weeks or months and it would fix itself. I'm guessing that's what I will have to do every time there is an SDX drop. Bummer.
