Skill menu will not show up

Steps: How can we find the bug ourselves? Click on the light bulb icon on the bottom right of the screen and nothing will pop up.
What happens when the bug occurs? The skills menu will not pop up, but my Sims are able to gain skills.
What do you expect to see? I expect to see the skills menu pop up.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

The only thing that changed in my game is that my sim enrolled in University and signed up for an acting elective, yet I do not have the Get Famous pack installed. I thought it was weird so I signed my sim up for the elective just to see what would happen. Everything when as normal, but when my sim was making the homework for the acting class, she got a pop up of that she gained a skill (like you would normally get), but the bubble was empty because I obviously do not have Get Famous so I shouldn't even be able to gain the skill in the first place. I feel like that ever since I cannot open the skill menu, but maybe it was just a coincidence.

I have already tried restarting the game, starting a new game file, recovering save files but to no avail unfortunately.
