Cottage living, Island Living, get famous, Horse Ranch, Seasons, cats & dogs, City living, Get together, get to work, dream home decorator, realm of magic, jungle adventure, parenthood, vampires, dine out, outdoor retreat, tiny living, my first pet, laundry day, vintage glamour, luxury party.
Steps: How can we find the bug ourselves? Try to build the skills on your sim. You don't seem to be needing any expansion or mods/cc for it to ocurr, a friend with base game only has this problem too.
What happens when the bug occurs? You will notice the skills build it a slower rate than normal, Especially the case for gardening. It is painfully slow.
What do you expect to see? I am hoping to see skills gain at a normal rate again.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. pretty sure since horse ranch?
all the information is pretty much given. some of the skills, especially with gardening, gain experience at a much slower rate than usual. This does not seem to be specifically related to packs, mods/cc but probably the most recent patch note that came with horse ranch? a friend, who only has base game, is seeing this happening for them too.
