It was happening with all my Sims in all my saves but updating some mods and cleaning out my mod folder fixed it. Thank you!
Is this happening with just one sim or all your sims? Try testing with other sims in the household and another household.
If it is happening with all your sims, and if you use mods/cc,try moving the whole mods folder to another place, delete the localthumbcache.package and then test to see if the issue remains without mods/cc there.
