Progress at least. One pack is showing now. I am surprised by the packs not showing. JA is from 2018 and SE is from 2020. I was expecting you to say Horse Ranch or Growing Together tbh, since they are the newest.
Regardless, you still have the problem for JA. So, next step. You didn't say, but was the problem there for JA with your mods out of the game path? If they were out and everything shows, and then the problem came back when you put your mods folder back in, then you've got a bad CC item more than likely. It could be a mod, but a broken CC item is more likely. You'll need to go through everything to find it to update or remove it. Depending on how much CC you have, you can test them one at the time if you just have a few things or use the 50/50 method if you have a lot. Another thing you can do to test CC is look at them in Sims4Studio. You could be surprised what you find using S4S to look at things. I know I was when I went through my CC. Lots of broken items that never even showed up in the game at all. Cleaning all the broken stuff out really does help game performance so I'd recommend doing that at least once to anybody.
But if the problem was still there when you ran the game without your mods folder in, then you can try a user folder reset. Just rename your current The Sims 4 folder to something else. Start the game and once you've gone through creating and placing the sim, save and quit. The game will create a new The Sims 4 folder when you do that. Then copy the saves and mods folders from the old The Sims 4 folder that you renamed to the new one. If you use any graphics overrides, copy the ConfigOverride folder too. If you want to keep your Library, copy the Tray folder and the same for the Custom Music folder if you have any.
Then restart the game, go to CAS and see if the problem is still there. If it's gone, then you're good to go. If not, come back and we can go from there.
