Sparkling plant
What does it mean when a wild plant in a neighbourhood is sparkling?
I can't harvest or evolve it.

Maybe the gardening skill of the current sim is too low?
I'm not sure what it means but I think it might just be a way to just let you know that the plants are there. Sort of a visual queue so you notice the plants since some of them are small and located in places where they may get overlooked due other landscaping features in the various worlds. It's been that way for a long time, probably since the game was originally released. But I'm not sure on that since the game came out so long ago.
