Stove catching on fire constantly

Help my stove keeps catching on fire!

So, I have three sims. Their cooking level isn't that high yet but I am new to this. One of them tried to cook and started a fire. 

Since then there have been five or six more fires. It happens every time any sim other than a professional caterer uses the stove.

Two of the sims are stuck on the want to 'extinguish fire' even though the last fire has long since been put out and it doesn't go away.

I've tried different stoves, I've tried changing the floorboards and wallpaper etc. There is a fire alarm above the stove

Why does this happen? Is my house cursed? Is it because they are scared of the fire now, making it more likely to occur?

I know their cooking skill isn't that high but on my previous save a fire never happened once, even when my sims weren't skilled in cooking
