I can't even get to the actual main menu or game because of the starting loading screen

are you using any mods/cc ?
Should i remove the mods folder and see if it helps?
What about Gshade? I am confused on why i cant open the panel

Moving this to the mods forum so you can get further help with your mods. Please check the stickies (in the side panel) for help with outdated mods.
If you have the issue with no Mods folder and think it might be Gshade, you'll need to get that support from Gshade.
