Sorry for necroing this thread, but I'm only doing so as I actually found the issue as to what's causing this still 2 years later for anyone on google or forums who's searching for this issue.
If your sim is bored, then they will pick up the microphone and immediately put it down. When I used UI Cheats to get rid of his Boredom moodlet and tried it again, my sim was able to start telling jokes on the microphone. Not sure if this is intentional or if it's a bug... but that's how to fix it.
