The text shows up as boxes

Product: The Sims 4

Which language are you playing the game in? English
How often does the bug occur? Whenever my mod folder is in the sims file.
What is your current game version number? Unsure... it is the latest I recently updated.
What expansions, game packs, and stuff packs do you have installed? Discover university, high school years, get famous, realm of magic, backyard stuff, romantic garden, my first pet stuff, awesome animal hats, digital deluxe edition, digital sound track, holiday celebration, life of the party, up all night.
Steps: How can we find the bug ourselves? It occurs when the game is open at all point of the game. The only stuff that appears are boxes where the text should be. Some show the words.
What happens when the bug occurs? The text appears as boxes
What do you expect to see? I expect to see text. I logged in in the morning and it was fine but after downloading new mods it doesn't. Of course I deleted the new mods but the text still wont show. I also have this weird text that shows up in the sims folder every time I open it. I'm not sure what language it is. 
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure, Most of my mods started acting weird since patch day. 

The text doesn't appear and I don't know how to fix it 

Update
 The boxes are gone now after acting upon the suggestions you all gave but now its in a different language. I don't even understand enough to be able to change it back. pls help.

    I typed the word local in the search bar and nothing appeared. I have gone through and restarted the process of adding the mods back one by one. If the problem persists after I delete the mods that seem to be the cause of the issue I will delete everything and restart.

    If you started the game, you do have a file called localthumbcache.package inside Electronic Arts > The Sims 4. When you remove the Mods folder to test with zero mods, you'll see it there unless you haven't started the game since you last deleted it. If you don't delete it, the game will still have memory of mods you had and you can't be sure there's not a mod issue. You also need to delete this file when you remove broken mods or update mods.

    @r751mg1ujqu9 Did the problem occur when the mods folder was empty *and* you looked in the The Sims 4 folder directly for localthumbcache? Don't rely only on searching. Look in Documents > Electronic Arts > The Sims 4. 

    If you've not deleted that file before but still aren't seeing it, there's a chance you've got a folder issue and aren't in the folder the game actually uses. What's the full folder path of the folder you've been changing mods in? The things above the Documents > Electronic Arts that you're looking in.
