@Zafireria the hairs at simiracle are mostly Sims 3 conversions but, none of them require a mesh. In my opinion, most of the Alpha hairs are too grown up looking for children. Studio K has some original hairs but, they are very anime. Same with Kijiko.

@Autumn_Cats Lana's has the most comprehensive collection of fantasy characters. If she doesn't have it, it probably doesn't exist. I don't think anyone has child Ogres, I know Lumia had adult male Ogres for awhile but, he has taken them down. Literally, the first post in her mermaid's section is a toddler tail. Honestly, children's CC in general is lacking. I'm truly sorry, I can't do more right now.
