Townies aren't loading into their homes

I had a power glitch at my house last night and it reset my internet.  I logged out and restarted my current game and discovered that, even though it says they are in their homes on the world map, none of the npc characters are living in their homes when I go to visit them.  The game tells me to load a character from the gallery and when I do that, the character says that it has loaded but does not actually show up as living in the home and the game continues to tell me to load a character from the gallery.  I have repaired the game, deleted and re-installed the game and neither action has resolved the issue.
