townies not spawning

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? GP10: 1.assets.beta-gp10.46
What expansions, game packs, and stuff packs do you have installed? Vampires, Tiny living, Spa day, Seasons, Parenthood, Outdoor retreat, Island living, Holiday celebration, Get famous, Get to work, Get together, Dream home decorator, Discover university, Dine out, Desert Luxe, Cottage living, City living, Cats and dogs, Life of the party, Up all night
Steps: How can we find the bug ourselves? Unsure, cannot find this issue mentioned by others at the moment, may be an issue with my game only
What happens when the bug occurs? No townies (NPCs that are randomly generated and not maxis created) spawn in my game. I also tried using MC command center script mod to pull households from my library into the game and this did not work either. On any community lot in any world, only Maxis created NPCs spawn. Have removed all mods and still occurs. No households show in 'other households' in manage households menu.
What do you expect to see? Randomly generated NPCs (townies) spawning in worlds, especially in community lots.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

  • Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199

    You won't loose anything. Just make sure to not delete any files  and make a backup.

    After renaming, repair your game by clicking on the dots in EA app.

    Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.

    • Options.ini (or just re-set all your settings manually)
    • Tray Folder
    • Screenshots/Videos/Custom music
    • Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
    • Custom content like clothing, hair, skins, make up ....
    • ConfigOverride, if you have your own configuration files.
    • Mods (one by one, making sure they all still work)

    The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

  • Hello, I have tried the above method but it has not fixed the problem. I have also now tried uninstalling and reinstalling my game but this does not seem to have fixed the problem either. If it helps I am playing on a HP Envy 13.

    I have identified that my EA/Origin account seems to be the issue. 

    When playing on the same windows computer with a new EA account ID (base game only), the issue is resolved. I have also been able to reproduce this on a MacBook computer to verify that it is not an issue with my machine. On the MacBook computer, my current EA ID produced the same problem which was resolved by using a different EA account. 

    It appears that I will need to transfer my purchases to a new EA account ID. Please let me know how I can further resolve this issue as I have contacted customer service with no response.

    @Lovelockedd Could be a pack causing it for you since you tested base game only on the new account.

    Have you tested with all packs disabled for your main account to see if that solves it too ?
