I'm having this same problem. Just installed the Cottage Living expansion today and played for a few hours when I could no longer purchase from the stalls.
I completed a game repair but it didn't fix the issue.
I have this problem. I did the game repair, restarted computer, and I still can't buy from the stall. I noticed that I had the option to buy before introducing myself to one of the shop owners. No mods etc.
I have this same problem!! Did you ever end up fixing it?
