Unable to Hire Ranch Hand

How often does the bug occur? Every time (100%)
What is your current game version number? 1.99.305.1020
What expansions, game packs, and stuff packs do you have installed? All EPs, SPs, and GPs.
Steps: How can we find the bug ourselves? Selecting the phone and 'hire a service'.
What happens when the bug occurs? I try to hire a ranch hand, both by prompting at the 'hire a ranch hand' option at the board and 'hire a service' in the phone, but it does not appear as an option whatsoever.
What do you expect to see? The option to hire a ranch hand.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

This bug has occurred since I got Horse Ranch. When I turned off all mods, the option appeared, so I went through my mods folder and removed each mod individually, then all of them (meaning script mods, not CC). The option still did not appear. I am doubtful that it is a piece of CC that is causing this issue, though it's possible. Attached are the screenshots of my hire a service option list.
