Unable to Play Sims after Build Mode

Steps: How can we find the bug ourselves? By opening the game and playing
What happens when the bug occurs? I'm unable to play the game after opening build mode or paint from reference. The options menu doesn't appear. I'm unable to buy anything from the computer or the planter boxes or anything similar.
What do you expect to see? I should be able to continue playing after rebuilding my house without having to exit out the game entirely and going back into it. I should be able to buy seeds or anything from the computer/phone. I should be able to go into the game options menu and have options appear instead of blank pages and then not have to hit Control+Alt+Delete and restart my entire computer just to continue playing my game.

In addition to the above issues, the vacuums from the Bust The Dust Kit will only let me use it once I Have emptied it about twenty times, even though it says that it's already empty and then I can only use it once before the issue occurs again. My sims will also glitch, they will be standing in one spot, then they will appear in a different spot before going back to where they were before. I'm unable to purchase anything from the bookshelf as well. I have tried uninstalling the game and reinstalling it. I have disabled all of the mods that I have and tried exiting out of the game and going back into it.
