Unclickable UI

I recently got a new laptop and moved all of my ts4 stuff here. I have been having an UI issue where if I click the head icon(sorry don't know the name) everything else is unclickable except for the phone icon. I can pause my game and make my sim do stuff but i cant exit or go to the maps so I have to close the game through task manager. I removed all of my mods to see if it was a mods issue but even after removing the mods the problem is still going on. I own the game through steam so I don't have the option to repair it. I cant link the last UI exception file I'm getting but I have that file too if it helps.

Hello sorry for the late reply. I tried everything and nothing worked so in the end I just copied my game files from my old laptop and replaced the files on my new laptop and it seems to be working right now. Thank you for the help.

Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.
Steam also have an option to repair the game.

Hello. I've already tried that and it hasn't been solved. I've tried deleting my Sims 4 folder in my documents folder and let the game create a new folder. Every time I click on the simology panel its somehow bugs out and I can no longer exit the game or click on other icons.
