This is their income source and it really shouldn't be. They don't own the content, it belongs to EA. @CarpeNocheSims Creators don't own all of the content once it's put into the game, but they do own some of it. For example, if a creator makes a new mesh from scratch/their own imagination etc. that mesh is theirs. When they combine it with EA's tools to get it into the game, part of the resulting object then becomes EA's (but not 100%). I think it's natural to think of a piece of CC or mod as one thing with one owner because that's how most things work, but for this it's a little bit more complicated. I'm not trying to disagree with your main point or anything -- I just think this can be confusing and I want to help clear up confusion. Anyway, EA does not own all parts of the CC or mods created by users. If you read the TOS, you'll probably find a license (which means that EA doesn't claim to own this stuff).

All of that is horrible. It sounds legitimately criminal, tbh and not just violating a game policy: sending viruses is wrong :(, sharing personal information is wrong, permanent-paywalling is also against the rules ... so I worry that creators like do not care about anything at all and will not care until law enforcement is involved which doesn't seem likely.
