I just got the vampire pack about 3 days ago and immediately had this issue. So, I had a sim I had already created go into forgotten hollow to get turned. She got turned & eventually became a vampire...
Have you given them any strengths and weaknesses via the perks panel? Vampires need many of them activated before the higher level ability options become available.
