Venue/Lots messed up?

I'm having a rather unusual issue with my venues/lots. If I replace a venue with another type (say, a lounge with a retail) it will save and look normal when I go back to edit world. But then when I go back to edit the lot, it's back to the original one before I replaced it. And, I lose any edits that I made to even residential lots! I started a scenario for the first time, is this what it does to lots/venues? Or is this possibly something from the new patch? This happens even when I have mods turned off. Any insight would be very much appreciated thank you! 🙂
