Walking legs
Random sims are just walking legs, It's not any of my cc and I've tried everything

Can you tell me what all you've tried so far to resolve this issue?
This does look a mod/CC issue, so I'd recommend moving your Mods folder to the Desktop and delete localthumbcache.package. Once you've done that, test the game.
If it works normally, check for updates to your mods/CC. You can then add them back a little at a time while testing until you have found all that are broken.
