Wall decals disappering when placing

How often does the bug occur? Every time (100%)
What is your current game version number? 1.100.147.1030
What expansions, game packs, and stuff packs do you have installed? Everything expansion besides horse ranch, every game pack besides batu, wedding stories, and werewolves, every stuff pack, and for kits i have everyday clutter, bust the dust, country kitchen, simtimates, blooming rooms, decor to the max, industrial loft, throwback fit
Steps: How can we find the bug ourselves? Try and place specifically WALL DECALS like the dinosaurs and rabbits
What happens when the bug occurs? I am unable to place a wall decal from wall decor they disappear if I move them to where I would like them, paintings and other wall sculptures and art DO NOT do this, just the wall decal designs.
What do you expect to see? I expect to be able to place the decals on the wall where I desire without them disappearing nonstop and being unable to use them.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I thought my problem was maybe the mods I had but I removed them all and it still was having the same issue but I couldn't find anyone else online having it. When I try to place specifically the wall decals like the kid's decor and cheap stickers on the wall they disappear if I try to place them above the middle height of the wall and deselect it, so I keep trying to select them and place it but when I raise it where I want it vanishes. I've restarted my game and removed mods and it's doing the same thing, but it is not all wall art or sculptures it's just the flat decals doing it and I'm very confused about how to fix it since removing the mods didn't solve it
