Wallpapper and flooring outside of lots

I take it you are talking about a community lot. These can be edited from World View. Select it and click the Edit button.

When I talk about editing outside of lots, I mean places like the area outside of lot area but still linked to housing; I'll include images for examples of the places I mean

Grims quarry is a community lot and can be edited like I wrote. Since this is a special kind of community lot with different uses you need to be careful off what you change. It is recommended to take a backup before making changes. In the online gallery you can find complete replacements in case something interests you.

For hallways you can do some limited changes using Twisted Mexi's T.O.O.L I recommend looking at some of his tutorials.

@jpkarlsenThat photo is from the lower part of the Stonestreet appartments not a community lot though? I honestly just wanted to talk about how I'd like there to be an option to change wallpaper/flooring since I love the T.O.O.L mod but obviously it doesn't cover objects out of furniture
