Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.

Unfortunatly it does not seem to work to remove all mods as described, this only seem to occur in more complex building systems, like the moat in front of my castle.
it looks like there is an invisible divider somewhere where the water seemt o be unaffected, but about 2/3 of the water will mysticaly dissapear each time i try to refill it.
As i said before it is allredy a new game and a new save.
By the way, is there any way to mark a wall as inside and outside walls?
