Weird UI Bug

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? the newest one
What expansions, game packs, and stuff packs do you have installed? All the expansion minus 2 most recent ones. About half of the other add ons.
Steps: How can we find the bug ourselves? I have no idea since it is effecting my UI
What happens when the bug occurs? The buttons look weird on the UI and if I try to open the Simology it bugs the whole game to where I can't open the game menu or any of the other UI categories. Also the welcome wagon event looks weird
What do you expect to see? I expect the buttons to relate to the category they are for. I expect to be able to open the Simology button and see their traits and such. Then I want the welcome wagon to look normal.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I removed all my mods to see if those were the issue and I'm still having this occur. I'm thinking this has something to do with the werewolf pack but I'm not sure and I've yet to test it. If someone could give me some insight on this bug/glitch that would be most appreciated.
