No, it doesn't happen whenever I turn my script mods off or remove half of my mods folder.
@zaria2003 Narrowing it down to script mods is helpful. You might have duplicates there, or just too many, or outdated mods, etc. You have a couple of options. You can do a 50-50 of your script mods. Be sure to leave "core" and "injector" mods in the Mods folder while you test. If you have over 250 script mods, you're going to need to pick some to outright delete.
I could also look at a detailed list of what you have that might be a problem.
