I know this is such and old post, but I just had this issue as well.
I just opened the Sims and hadn't turned on move objects yet (ofc I hasn't realized I hadn't turned it on yet), once I noticed it I googled it to see if anyone had an answer and found this.
I just tried turning on move objects and that seemed to fix it, so I guess to anyone else having this issue that Googles it, check to see if you have move objects turned on! It was only happening to objects that I had placed with move objects
