Why do toddlers no longer have the ability to build skills???

This is the first time I have played the game since the March update and I just aged my infant up to a toddler. Why do they no longer have skills? Literally when I try to click on their skills tab it...

I have wrecked my brain about it for days, exploring every question in this forum ever asked.

There is a new developmental stage called "Infant". Sims no longer go from baby to toddler, but rather to infants first. And infants can't be taught anything.

TL;DR - it's not a bug, it's a feature.

I feel very very dumb
