Why does Super Efficient Baby Care disappear?

As the title says, why does Super Efficient Baby Care disappear? My sims is able to use it once and then it no longer comes up as an option when taking care of imore then one infant. It eventually comes back but it takes awhile.

Yeah, there's a cooldown.
When I had twins, I had two parents in the house with level 10 parenting so I would have one parent Super Efficient Baby Care one and the other parent Super Efficient Baby Care the other.
