Why don’t I get the flower bunny?

How often does the bug occur? Every time (100%)
What is your current game version number? 1.99.264.1030
What expansions, game packs, and stuff packs do you have installed? All expansions, all game packs, no stuff packs.
Steps: How can we find the bug ourselves? Not sure
What happens when the bug occurs? I have never had the flower bunny appear in any of my games. When I watch other Sims 4 players they always have the flower bunny appear during spring and leave flowers on their Sims’ lot but I have literally never seen or had the flower bunny appear on any of my sims’ lots. Why?
What do you expect to see? Flower bunny during spring

Please describe the patch or change you made. Removed all CC and mods but still no bunny!
