Hi there
My impression from the attached image is that the location is not recognized as a "room".
In other words, it is judged to be outdoors.
Is there snow in the space, isn't it?
Is it a house that you built? If so, did you intentionally build it that way?
If not, check to see if there are any areas that are still "walls", or holes at the top of the stairs.
If it becomes a complete "room," the phenomenon will probably stop.

It looks like you have your graphics on really low settings which can cause objects to render at the most basic level. Try raising them in the game options but be aware that it may severely impact gameplay if your computer is not capable of running the game on high settings. You can reset the graphics to the default settings by trashing the Options.ini file in the Documents > Electronic Arts > The Sims 4 folder.
