After I installed a mod and cc the romance option has not been there. I've tried disabling mods and reinstalling, but it doesn't seem to be working. The cache doesn't seem to be the problem either.
Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.

Heya, sorry to beat a dead horse here, I am also having the same issue. My sims stopped having the romance option available in the last hour. I don't have any mods that I am aware of and use no cheats other than the fill motive and motherlode cheats. I tried resetting the game like the FAQ recommended and cleared caches as well. I don't have the option of delete localthumbcache.package. My sim has been cursed twice, once with the violence curse and another with the duelist curse. My sim has never been a skeleton and she is an adult along with her wife, they also have no familial relationship other than being married. Is there any way to trouble shoot to figure out what's wrong. I am not very computer savvy and am so frustrated. Attached a pic of my save file in case it helps.
Since you do not have any mods, your question is not relevant to the topic you posted in. I recommend that you start your own topic with as much information about your situation. But first try to repair your game in Origin or EA App depending on what you use.
