Why is there snow in my base game?

I just downloaded one of the cozy winter starters (the gallery lists this one as base game), and there are little white piles all over the lot and on the porch. I am unable to interact with the piles in build mode, and my sims keep having snowball fights and making snow angles. What is going on?
