Windenburg South Square Conversion help needed, please

I have run into several difficulties while trying to convert South Square into a home.  I thought things were good until my Sims went to bed and only 1/2 of the lights turned off inside.  I recheck the walls, rooms, roofs, and everything seems to be solid.  So I just did a Turn all lights off.  Now its 4:30 AM and none of the lights will turn on.  I tried a repair cycle, and click several lights with debug, but only half of those lights now work.  Why are existing structure so hard to modify?  I am really not a good builder so starting from a shell looks best, but my instinct is to activate the bulldozer.
