Any purchases you make on your PS4 would transfer over to PS5, as long as you are logging in with the same PSN account that the content was originally purchased on. Have you verified that you haven't purchased some of your DLC on a different PSN account?

It sounds like you're logging into the PS5 under a different PSN ID than the account your packs were purchased on. You'll need to be sure you're logging in with the original PSN account and all your content will transfer over.
