Student can't move into new dorm

I have created two new dorms for Foxbury university from scratch. I've kept the setting that any gender can move into the dorms, and the dorms aren't affiliated with any organizations. When I want to enroll my sim into Foxbury university, they can choose between staying at home, moving out and moving into  another pre-made dorm, but my two dorms don't show up in the list.

I've tried removing my mods and repairing the game, but it didn't work. What can I do?
